The Slovenian Domobranstvo (Fatherland Guard) was an armed formation created by the German occupying forces in Slovenia during the Second World War.
The image was made according to photos, scans and information provided by Janez Vezalka.

It seems obvious (and understandable) that this flag is a variation of the flag of the Krain province of Austria-Hungary - Slovenian tricolour with the Krain province coat of arms - white with a blue eagle bearing a chequy red-white crescent. I would guess it was used by locally organized forces similar to some other parts of Nazi occupied Europe.
